yup. What you have to do is make sure everything is in working order. All of your lights, blinkers, horn, exhaust etc. They do NOT like aftermarket blinkers or exhaust. Once you think you are ready to go, call the Wisconsin State Patrol and set up a inspection time. They will have it at a local tire place because they have lifts. For a bike you dont have to pay the lift fee because they dont put it up on one. You also need to bring along before and after pictures of front back and each side (they will keep the pictures) and all major reciepts for parts that you purchased to fix your bike (so they can see they aren't stolen). You also need to have a MV1 form filled out and brought along with a blank check. they will probably fail you the first time and if you set up a time and get back in there again within a couple weeks it is still only the one time inspection fee.
