If you look at the stock dyno chart, you can see that from 2500 - 3500 rpm the torque output is increased by 25 - 30%. So that's why you're noticing a surge... The engine is actually able to do 25% more work when it gets to that rpm. Just because you are constant on the throttle doesn't necessarily mean that the engine will behave in a linear/consistent manner.

Mine doesnt hit until about 8-9k... then look out!

It's normal for a slight surge at 3,000RPM. The servo motor opens the exhaust flapper there.
