My problem with the whole thing is the cop's way of dealing with the situation. After the bicyclist was hit he should have been his main priority. Check the road before you run out there, but then run. I don't care what was going on with the guy he had originally pulled over. Unless it had been some high-speed chase for the guy where he'd just killed several kids (and it wasn't, he clearly said in the end of the video it was for a cracked windshield and suspended license) that problem just went down on the list. As an officer I'd think you'd have a bit of emergency medical training, but I'm sure some departments aren't as professional as others. Even without any medical training though the guy could be checked more than to just listen for breathing from 3 feet away and telling him not to move. He didn't get down there to see if the guy had a mouthful of blood anything else. At that point spinal injuries aren't going to matter if the guy is suffocating to death. As someone said above, he's not a paramedic so I'd say a little more of a check that looking down at the guy might be required to see if he's breathing ok. As for staying calm, yeah, stay calm, but can that not be done with a little more sense of urgency? The officer did a lot of things by the book I’m sure, but he also showed either a lack of training or lack of caring, either one inexcusable in that position.

As for a statement like that, it just shows the mentality some cops have as being superior to others that I can't stand. You chose the job, deal with the aspects of it and do them right, they're always an excuse when things are done incorrectly.
