A friend of mine is PCS'ing to a base in CA in a couple months and just bought a bike out in wyoming. I told him he should wait because california has that stupid law stating that you have to have 7500 or more miles on an out of state bike to register it there. Could someone point me to the place at californias DMV official website that states this cuz i couldnt find it anywhere, and are there exceptions to this rule??

He should be fine if he was a resident (or served in the military) in another state. Read the section "Does This Apply to Someone Moving to California?" here:

The 7,500 mile rule is to prevent CA residents from purchasing new vehicles out of state and bringing them back here. It does not affect people moving here.

Not all vehicles meet CA emissions standards. There are CA bikes, and 49-state bikes. In some cases there are 50-state bikes that do meet CA standards. (Same applies to cars.)
