When I put the gear in neutral and roll the bike in and out the garage, I hear a very slight sound, from maybe the wheel, sounds like there is a friction between the wheel and the brake or something. Is that normal?

When you jack the front wheel in the air, and roll the rim, you will hear a little brake drag. That is normal. As long as the rim doesn't roll like a half a way and stop, you are in the catagory of normal.

yep its your brakes, no prob its normal, you will hear it when you shift to N and coast aswell.

isn't it because the brake pads are so close to the rotors that they touch often?

all other things being correct , the pads always maintain contact with the rotors .
