No, there is a nut on the inside. You have to put a wrench on it first to break it loose is a bit tight.

I had this problem 2 weekends ago when I was installing mine. HaveRedrocketOG said:how tight is it? I have the bike on a pitbull and I'm pushing down hard enough with all my weight....Is loosening that nut the only thing that's aggravating me so much?

a wrench hold the inside bolt still up against your frame. And whether you're using a wrench or 10mm alen wrench on the out side frame bolt
find a pipe or anything of that nature in which you can extend your handle
leverage. Go counter clockwise and it should pop right out. Once you
get the inside bolt off and you still have problems getting the frame
bolt out, let me know, I have a little trick to get that puppy out as
well. good luck!
