your relays supply power directly to the fuel pump. if they aren't sending power, there's something down the line that isn't sending voltage. trace back and replace as necessary. use the wiring diagram found in the service book to trace your wires.
i'll shoot for the obvious. Is the kill switch in the run postition? When you are saying it wont' start, what is it doing? Turning over but not starting, Not turning over? A little more info on the bike would help as well(year). I believe that newer CBRs will crank with the kill switch in the off position, while in the off position it wont run the fuel pump.
