2007 600rr seat cowl

I got the rear seat cowl for my 600 and it doesn’t fit nice and flush, the provided washers make no difference in adjustment. Anything to do or is it normal?

The washers should align it perfectly?

My first question would be is it OEM or is it an eBay cowl?

I have aftermarket fairings on my 06 and it came with a cowl and it doesn’t lock into place. I can hit it down but I can pull it right out without using my key. Super annoying. Looks so damn good with the cowl on
