I'll take a stab here.
It ain't the age, it's the miles...
How much does this guy ride? In my first 2 -3 months I put on something like 4 or 5 thousand miles which is more than a lot of guys do in a year. If he's a weekend rider and has 400 miles then he hasn't even dipped his toe in the water yet.
Is he an addict yet...
What kind of riding has he been doing and how "into" the art of riding is he? Some guys just hop on the bike and sort of feel their way through the learning process through trial and error without ever really making an effort to learn the fine points. If he's serious though he's probably been doing some reading, maybe watching some videos on riding techniques, that kind of thing. The more he's serious about it the more ready he will be.
I'm of the mind that learning sooner is better than learning later but not everyone thinks that way. If the guy can handle his bike, understands it, and most importantly RESPECTS it then I would say go for it but make sure the tells the school the exact situation so they know how to handle him. Of course I have no idea if the guy is ready so this is just my generic 2 cents worth of opinion.
