Exclamation Help! Power Commander 3 questions!

so i got my first bike. and it came with a power commander 3 but its not installed. im currently installing it and have everything hooked up but then i turn the key to "ON", the multi function indicator (red light) stays on and the fuel pump doesnt come on...did i mess up somewhere connecting it? but when i connect all the stock connectors back in to see what the problem might be it works fine....what do i do?

Are you hooking the connectors to the bottom four under the Gas tank or to the top ones by the ecu?
