Question on install of slip on?

I'm putting a new pipe on for the first time and I have a question about when I remove the foot peg. Do I need to torque any of these to a spec or do I need to use thread lock? Or can I just hand tighten?

you should definitely torque to specs. the vibrations from riding the bike could loosen the bolts and that wouldn't be too good.
