Electrical Problem Cranks Wonít Start

I have a 2005 600RR.
Recently Iíve had an electrical problem.
It went away on it's own and now it's back.
So, I think it might be a short but I donít know where to look.

I turn the key to ON, the tach goes up and back and the speedío counts. <Normal>

But there are no dash lights, no headlights, no tail lights. <Not Normal>
When I hit the start button the engine cranks but will not start.

Any suggestions on what I can do?

Has the bike been laid down? I've shorted the wiring to the relays on the left side of my bike from a little lowside. Instead of trying to fix it, I just got a new wiring harness off of ebay (could have been risky) and installed it and I have nothing to worry about. This was for my track bike and I couldn't risk blowing a fuse and having the bike quit during the race, not only would I lose but also might get plowed if it happened at the right time.

I found the problem.
There is a short in the green wires under the seat next to the battery.

What are these wires? and how can I fix this issue?
