No engine slowdown

Hey so I don't quite know the keywords to use, so I'll just explain what happens. So when I've ridden my bike for say 20 minutes or so like when I come off the freeway, I'll downshift to slowdown, but my rpms don't drop at all until I pull in the clutch. Basically I can't really slow down unless I use my brakes.
Anyone know what I can do to fix that or have an idea why it's happening?

ahhh, i didnt think about the throttle...... good suggestion.

also, check the throttle side grip and make sure it isnt sticking to your bar end.... ive had that problem before, years back and all i did was push the grip up a lil bit.
