Unhappy Weird headlight issue

My bike is an 05 600rr with HID's and no HID relay/delay. Everything was fine until yesterday when my low beams wouldn't turn on when the bike was on. My high beam still turned on fine at this point. I then did this write up (https://www.600rr.net/vb/showthread.php?t=138034) to fix my low beam not turning on issue. After I soldered the red and black wire and turned the key to the "ON" position my high beam light is on but low beam isn't. I switched ballasts to have my low beam on when the key is on the "ON" position. Now the problem is my high beam won't turn on. I checked the high beam assembly switch for anything loose and everything is tight and in place. Any suggestions?

so you switched ballasts, and the issue followed the balast?

id say bad wire job to the balast, or bad ballast?

Take off the ballast and test it with a test bulb to see if it is faulty one.
