water pump question

i decided to put new seal on my water pump. the shaft and the housing itself... when i pulled out the water pump ive noticed that the fins on the water pump spins, but not freely.. so my question is .. are they supposed to spin freely when you spin them ? or does it have a little bit of tension when you spin them...?

also other question i dont know if anyone has asked this... would it be a good idea to eliminate the thermostat to make the bike run cooler all the time or just me pls be gentle........o____O

The fins should be able to spin with little resistance.
