First i just want to say sorry for all the posts, im just updating to give the information as it comes to me
So i'm done cleaning with the wd40, i got as much dirt out as i could.
With some wd40 still in there the throttle is snapping back without the housing on, but when i put the bottom of the housing on it doesn't snap back.

okay so you got a lot of gunk out, but when you put the bottom half on it sticks again,
hmmmm, I am kind of thinking you might of bent the clip on down, pulling the grip off, that would make the throttle tube, skewed inside the housing,
so do this, make sure you spray the s*** out of it with the WD40, then hold the bottom half on the throttle tube and see what is rubbing sticking,
well the vid shows its snapping back, it looks like you had one part of the housing on, was that the top or bottom? make sure you check the throttle tube, the part that goes into the housing, make sure there is nothing crimped or catching,
let me know if you see anything in the housing sticking, or on the throttle tube,
look at the throttle tube and see if its drooping, down, I am thinking once you get the housing on its crooked inside and that will make it stick,
once you get it flowing, clean off as much wd you can and use the silicone, service manual recommended,
