Exclamation fuse problem

i am having some issues i checked my fuses because my speedometer isn't working the lights wont come on yet my headlights work turnsignals ect... except my tail lights. I am needing to know what would cause a meter illum tail 10A fuse to blow i already changed it with the spare but as soon as i turned on the bike it shorted again. the guy i bought it from has a neon kit installed but i have unplugged all of those wires. if someone knows how to fix this please help!!!

A short in the system will cause a fuse to blow. Trace the wires connected to that fuse, more likely going to be around where the neon was connected, and find the problem with the wires. Fix it, install new fuse and you're golden.

ok so i replaced the fuse and it keeps blowing?!

Dude - this is a sure sign that you have a short - by which I mean, rather than having a load (light bulb, motor, relay, solenoid, etc.) between this wire and ground, this wire is touching ground directly BEFORE it gets to your tail light, or cluster, or whatever. Probably your frame, but could also be a wire it's bundled with if it's not properly insulated (look for things with electrical tape thrown on them - people rarely cover up their hackjob wiring carefully).
You say you "disconnected all those wires" - any chance one of them has 12V still on it, and is touching something it's not supposed to?

Your tail light and cluster run off the same fuse. Everything else runs off of other fuses.
