Hitting Rev limiter too early

07 600RR is hitting the Rev Limiter at 9,000 RPMs. Does anybody have any ideas on what the root cause might be? Thanks.

Is it doing this in every gear?

Is the bike warmed up completely before trying this?

Hitting the rev limiter with the 'Rev' light coming on or just not revving above 9k? MASSIVE difference between the two... :)
