thief + unsuccessful = ignition eyesore

Someone attempted to steal my bike last fall, and I dont really want to spend much, if any, to fix this cosmetic eyesore. Is the dust cover a separate piece than the whole ignition itself? The ignition works just fine.

if its part of the ignition ($150+), is there anyway I can find a junk ignition somewhere and do some homemade engineering?

I'll take any ideas!
