IT resistor/relay question

I've searched for this but haven't really found the answer I'm looking for. I bought a volar motorsports integrated tail light because it was somewhat cheap, and the resistors it came with only work sometimes. Occasionally the turn signals flash at the rate they are supposed to and the other times they're fast like there is no resistor.

So to try and troubleshoot my problem, I thought about rewiring the resistor and if that didn't fix it, I considered buying a relay. But for the relay, which do you think would be easiest to install and mount and work the best for the money. I haven't really looked for one because I don't know which I need.

I bought a cpl of cheap resistors from Radio Shack and ran them parallel in the circuit. Odd that it works sometimes.
