Engine Inspection and Performance from ground up

My bike got into serious accident 4 months ago it got head on collision with another car. The bike high-sided and landed on ditch next to freeway.

Couple parts has to be replaced (rear sub-frame, front wheel, new odometer etc.) I don't want spent more than $1500

So where do I start to see if bike is worth even repairing?
1.Check engine compression?
2.Valve Clearance?
3. Odometer is gone can i even start the bike without it?

Mileage prior to accident?
Bike will not start without a cluster attached.
