Engine idle fluctuating

What needs to be looked at if the idle on an older bike (like before 05 etc) is fluctuating?

Like the needle isn't steady, but twitched up and down a little between two intervals.

I know this isnt just for older bikes, but for newer bikes too if mistreated(?)

Im saying after its been warmed up etc. (I know cold start is a little sluggish liek that)

My bro's 04 cbr bike is like that, whereas my 07 ninja bike is still good as new

Any suggestions? (we do oil changes, oil filter changes often)

right above 1k. It fluctuates between like 1.2 - 1.0k

I tried adjusting idle screw thing today, but failed. Its like stuck or something; ganna take it down to a nearby shop tomorrow and have them loosen and up the idle a bit (hopefully free of charge since its ganna only tkae like 2 minutes)

CBRs are supposed to lope like that. It is the way their cams are set.

The avatar is my other ride.

What has been done to the bike?

Slipon? PAIR removal? Smog? etc etc...

First step will of course be to set the idle correctly.
