Rev Limiter Location?

Where is the actuall rev limiter, In the ECU or in the Cluster. I was using a broken cluster in the new track skins and it kept saying I was in the red without hitting the limiter. It also kept turning on and off-just the guages not the bike.
It didn't affect the bike but it confused the hell outta me. Anyone know?
On my Busa it is in the ecu, I know that for sure, but it never hit the limiter and I always hit the limiter light on turn 3 a jennings before the upshift.-EZ

typically the "rev" limiter is a built in function of the ECU. simply cuts when the indicated rpm reaches that point (off the crank speed sensor)
