Help!!!

i am replacing my clutch cover but i am having a problem with the clutch dowel with the spring where the clutch cable connects to when i put the cover on it goes onto everything right and when i go to rotate the clutch dowel to connect the cable it wont turn enough clockwise for me to attach the cable i know it is grabbing the clutch but why wont it turn more i dont get this please someone help me

Here's a page from the servic manual.. sould like your not getting the lifter lever spindle to engage...
