Make sure your grip isn't pushed up against the kill switch housing. Also make sure your bar end isn't slowing down the return. If you take it off and the throttle operates fine, put blue loctite on the threads of the bolt and put the bar end back in just enough to make sure it isn't interfering with the throttle. Check to make sure you haven't pinched your throttle cables somewhere. If none of that has an effect, lube or replace your throttle cables.
