Question 03 LED turn signal problems

I sent Tripage a message but just incase someone here can help me out too i'll post my problem.

i just finished putting my bike back together after it wouldn't fire up (PC3 gave up the ghost) and now my turn signals won't work. I have your LED's all around (03 600rr) with a flasher relay and when i test them they are only getting 0.7V when the gauge cluster is installed and 6.47V when the gauge cluster isn't installed. The turn signal running lights (which aren't in use) get 12V when the turn signal isn't activated. The turn signal indicators on the gauge cluster flashes for a milisecond. Any idea of what's going on?
