Asking for a buddy of mine

Alright he has an 01 suzuki katana. When you are riding the thing it will not go above 8k RPM. It will accelerate fine, then when you hit 8K it will bounc up and down between like 7900-8000 very rapidly, But I found that if you back off the throttle just slightly it will go to like 9500 RPM. He just bought the bike and the guy that had it before him said that it sat in the garage for like three months. So I was thinking bad gas...but that would not produce these kind of smptoms. Any ideas anyone on what it could be?

change the battery, my old zxr did that but at slightly higher rpm, its sounds like a sparking/timming issue start with a charged up battery, check plugs and leads next....

I know some Crown Vics do this because of a faulty fuel pump

could be weak battery that cant deliver a good charge when under heavy load, bad fuel pump not gettin enough fuel PSI to the carbs/fuel rail, fuel pressure regulator, etc ... if the bike is carbed it could simply just need to be rejetted
