Fluid on lower cowl?

I know that the overflow for coolant is directed down towards the cowl. Is that what is shown in the pic?
Also can I get the part # for missing screw in the second pic. Thanks

Id start with the equipment above that spot that uses oil.

I.e. the shock, the chain, etc....

Look to be less of a splatter (chain) and more of a drop (shock).
