Fuel Gauge Displays Error Code??

Hey everyone!

I'm getting a error and my bike wont start. The fuel gauge bars pan out from the center and go back and forth continuously. So I did some research, and I checked the float, fuses, relays and all is working fine. The fuel pump is NOT priming so my next idea was to check the tip over sensor then the fuel pump. Has anyone had this issue and maybe could give me some ideas on what to do next. I'm not really good with working on bikes and could use all the help possible. Thanks so much!!

Check your pm got to have shop manual to do the diagnosis yourself

I have been trying to diagnose myself using the shop manual but cant figure out how? any suggestions?? Thanks

My shop Manual says check the wiring harness and the fuel level sensor. Full tank 1-5ohms and empty 92-96ohms.

the panning out of the display means there is no connection under the tank.
