Oil leak or just build up?

Noticed this today as i was about to ride. everything is tight and i have seen no drips. Could it just be build up??

Looks like typical build-up to me. Get in there and give it a good cleaning, and keep ur eye on it. I'm sure it's fine but can't hurt to know for sure.
