Lightbulb Instrument cluster question?

My cluster resets itself everytime i turn the key to off postition. Im talking just the tripometer&the clock. I have checked the plug on the cluster(cluster is new) I have checked the two fuses under the seat both are still god battery connections good, i just dont know what else to chk besides the wires or is their another fuse some where i am not seeing or what.

the fuse is under the left mid fairing, in a little rubber capsuled box.

yes there is two of them in the fuse box
