Steering Lock

So I just got a 08 CBR600RR. I got home and noticed that I can not engage the steering lock. I have the key pushed down and try to turn it past off to the left (With the bars all the way to the left) and it feels like it does 1/4 of a turn at that point but does not turn all the way to lock the steering. I have tried spraying graphite in there to lube it up a bit but had no luck.
My question is is this something that could be a result of someone breaking the steering lock during an attempted theft? Or is it just really gummed up in there?
Would replacing the ignition resolve this?

Wiggle the bars while turning the key to the left, that should allow it to lock properly.

Check the headstem and make sure that the lock pin and the casting aren't broken off. If someone has tried to steal the bike it may have been broken out.

The bars will also lock at full right, give that a go...

I sometimes have the same problem. Try turning the bars closer to the bike while locking it. Be careful and don't force it or you could break the key.
