Delayed throttle roll-out?

Apologies if I'm duplicating a thread somewhere, but I'm losing my mind over this. A few days ago my stock '09 started acting weird when I chop the throttle to shift. Kind of a delay where I roll off but the engine takes an extra second or two to spin down (only happens in the 5-8k range). Makes shifting a nuisance because the rpm's jump when you pull the clutch right after rolling off. Maybe or maybe not related, it also started idling high around the same time, up to 2000 from a usual 1500 whether in N or gear. Wondering if it might be a throttle cable adjustment, but not sure what to adjust and nervous about wading in with a wrench without knowing what I'm doing. Have you folks ever run across anything similar?
