AU bike with US dash HISS programming issue

Hi, got an interesting thing on my bike. I have recently purchased it and have been trying to program a second key using the home made HISS tool.

No joy. The bike is Australian delivered and does have HISS however the dash does not have a HISS light (suspect it has been swapped). The bike is an 06 CBR600RR and I using a cut key blank from Honda dealer. I am following the you tube videos and have the correct resistance reading on the tool.

I think it may have something to do with the US dash, any one got any ideas? I lost the only key on my last CBR and it was an epic PITA getting the ecu flashed and new keys so would like to avoid on this one.

EU bike should be able to run without the cluster. US bikes can run without them. Not sure on the HISS and what it does, haven't see a EU manual to determine this.
