Starter valves adjustment

This is a bad throttle body I use it for reference. Three questions? One is there a screw or something connecting the idle screw in the starter valves? Because all I have is the idle screw and spring holding it in. Two how would I move the starter
values closer so the idle screw can adjust the starter valves?

Is it best to remove the throttle body or not to do this?
