Light Flickering

I have use a CW F/E which has a little housing that holds 4 LEDS. I reently I noticed the light flickers instead of staying constant like it used to. I thought it may be a ground problem, so I took it all apart and hooked it up after checking the system and it still flickers. I think some water may have gotten into the housing because there had been some mineral deposits on the circut that the LEDS are attatched to. I cleaned it all up with an eraser, hooked it back up and it still does it.

2 of the LEDS are out, but I don't know if that would cause it to flicker.

Any thoughts?
