Question Installing Front Tire

I'm reinstalling the front wheel after replacing the tire and rotors.

Problem:
I believe I am missing one dust seal and possibly one or both side collars. I have a picture of what I took off. If possible please identify in the picture where the collars will go, front or rear tire. Also, do the side collars sit inside of the wheel or should they lie on top?

1. Dust Seal
2. Rear or Front Side Collar?
3. Rear or Front Side Collar?
4. Rear or Front Side Collar?

I'm sure I lost a dust seal and possibly some collars. Where can I purchase these parts from? Thanks.

I didn't know if the parts pictured above were dust seals or spacers. But after reading the manual over (4 or 5 times) I finally figured out that dust seals will always be rubber and I also figured out which spacers will go where.

I got a question for you, what did you to your headlights to give them that tinted blue color?

i think they are just bulbs that you can find in the parts section.. i believe its still a sticky
